How to implement the strategy effectively is one of the most popular topics in themanagement field. That's also the interesting part of the enterprise. This paper bringsforward that the strategy could be effectively carried out by consolidating strategy,operation and people through performance management and process continuousimprovement. That's jut the solution based on the system and process.While being asked which performance management and process improvementmethod shall be used, every consulting company will claim his preferred tools. Whenlisten to their suggestions, which management tools you will adopt to make a changeand which one is consistent with your company culture? More important, many ofthese tools looks like inconsistent, at least in part, how do you know which one suityou well? This paper will discuss some of the most popular performance managementand process improvement tools. Thus the enterprise could have a very clearunderstanding of the content, effect and difference between those management tools.This paper asserts the enterprise shall DIY a strategic operation system that isconsistent with the company's culture and organization structure based on the ISO/QS9000 management system. The key point here is to 1) Change the strategy intoexecutable language with Strategy-BSC-Benchmarking-KPI as the "mother lode". 2)Conduct continuous improvement through 6 sigma and/or Lean production taking thecompany culture into consideration. The last part of the paper gives examples abouthow to utilize the above mentioned thoughts in a flexible way. The paper alsoemphasized the successfully application of the operational system depends on if theenterprise can link performance management and process improvement together andif the enterprise can use some of the process improvement method consistently andthus forming the improvement culture.
