Research On Fresh Agricultural Products Logistics System Construction Of Hebei Province

There are many fresh agricultural products produced in Hebei province every year, the number of the fresh agricultural products is large and wide in variety, however, there are some problems with the development of fresh agricultural products logistics in Hebei, the time of logistics is very long, the logistics causes a lot of losses, and the efficiency is very low. Thus many agricultural products are dull of sale and the added value of those is less. The backwardness of logistics has already hindered the agricultural development and peasant ' s income increasing of Hebei. Therefore ,carrying on further study on fresh agricultural products logistics of Hebei and constructing the high-efficiency fresh agricultural products logistics system have important meanings to solving the contradiction between the fresh agricultural products logistics demand and supply in Hebei , improving the competitiveness of agricultural products and increasing peasant' s income. At first, the paper has summarized the fresh agricultural products logistics development process of several important developed countries, analyzed the typical cases of the fresh agricultural products logistics development in China, and obtained the experience and lessons. Then the paper has analyzed the fresh agricultural products logistics situation in Hebei. Using the systematic dynamics method, the paper has set up the systematic dynamics model of the fresh agricultural products logistics of Hebei and utilized the model to carry on emulation to the vegetables logistics. The paper has analyzed the Bohai sea economy that is regarded as the environment of Hebei regional logistics development, utilizing SWOT analysis, and the paper has summarized the strengths, weaknesses, opportunities and threats of Hebei. Accordingly, the paper has proposed the fresh agricultural products logistics development strategy of Hebei. On the basis of abundant analysis to the fresh agricultural products in and abroad Hebei, the paper has proposed the primary requests of constructing the fresh agricultural products logistics system of Hebei and constructed the fresh agricultural products logistics net-system in terms of whole regional planning. From the micro operation major-body angel, the paper has constructed the fresh agricultural products logistics operation system. In thefresh agricultural products logistics net-system, the city of Shijiazhuang will be the first level spot, the city of Baoding, Handan and Tangshan will be the second level spot, and the rest of cities will be the third level spot. The "green-passage" will connect these spots. The fresh agricultural products logistics operation system should have a main enterprise to lead the course of transportation, storing, packaging, loading and unloading, transit, delivery, information exchange. This paper proposed five logistics models, such as the wholesale market leading mode, the supermarkets chain leading mode, the association leading mode, the agricultural company leading mode and the third party logistics leading mode. Finally, according to the fresh agricultural products logistics system, the paper has proposed supplementary measures and suggestions, namely strengthening the development plan and coordination of the regional logistics, improving the construction of "green-passage", accelerating the construction of the logistics information system and logistics standardization, encouraging the development of the leading enterprises of logistics operation system.
