Agriculture is the fundamental factor of our nation. The government have issued"No.l document" in 2005 and 2006 constantly, aiming at constructing and administering basic facilities of farming production, especially paying an important attention and giving specific instructions to the farmland irrigation in miniature. Why does the government emphasizes the development of farmland irrigation in order to take agriculture seriously? To answer this question, we should go back to the time when China was just established, seeing how the new regime led hundreds of people to walk out the extremely hard time, enter fast into industrialized preparatory orbit and create historical miracles again and again.However, this process was not monomial in evidence, which a single power could not dominate. The natural environment influenced quite obviously upon agriculture and the nation in the course of several thousand years in Chinese history. In modern days, especially after suffering a calamity of outside war and civil strife, both farming and rural areas need to have a comparatively stable period for resumption. Nevertheless, industrialized approach compelled the farming to recover and develop faster and faster. Therefore, farming irrigation takes a new attention, but can not put into enough resources by the new regime when China was just founded. However, the nation used another way of calling up farmers to accumulate all impetus for works of national machine, whose speed and energy are all unprecedented. It was a course with multinomial factors interacting with each other.The text is observing and discussing how our farming irrigation policies was set down and carried out when the nation was just founded, from the point of view in the politics and ecology. From the description and evaluation about the course of policy implement, the relativity among the changes of farming irrigation policies, the natural environment, the social situation and political system is reflected during the special period from 1949 to 1957. According to the course of policy changes, we can find how the nation grew in the interaction between the nature and the society, and also observe how the nature and the society had changes in silence.
