Study On Irrigation Investment Of County Society

Irrigation works have an important position in China for a long history. Finance plays a leading role in the investment of irrigation works, while it is impossible for the current public finance theory in west countries to solve the problem that how the government finance can play a positive role in it. Taking Gucheng County as an example, this essay begins with the analyse on the history of public finance on the basis of practice in China, and the research is emphasized on the social economic law and public finance law in the transition period. It is studied on the irrigation works, public finance, finance investment on irrigation works and their changes, using the public administration experience of domestic and abroad for reference, and it is researched on the present situation and existing problems of irrigation works investment through analyzing and comparing the case from the chart and data, combining theory with practice from quantitative analyse and qualitative analyse. It is pointed out that government should improve the construction of public finance system so as to lead the development of irrigation works healthily from the public expenditure limits, the transformation of government function and the improvement of social investment mechanism etc. Viewpoint is put forward on the promotion of irrigation works in Gucheng County healthily in the essay and it is supply referable research achievement for the theory studies and practice instruction for the actual work.
