On The Initiatives Of China's Dealing With The Friction In The Field Of Trade Textiles

The trade of textiles plays a very important role in the world economics;it is restricted by quota of 'Various Fabric Textile Pact'. Through the Negotiation Uruguay Bout and integrative process of ten years, Textiles and Clothes Pact has been reached and the quota limits has been cancelled in Jan 1, 2005. However, since Jan 1, 2005, the restriction to textiles and clothes all over the world has been enlarged. The friction between China and other countries has been increased, as an important country to export a lot of textiles and clothes;China has met with un-heard of resistances, from both the developed countries, such as European and American ones and developing countries, such as Turkey and Mexico.Through powerful accumulation of several decades, textiles and clothes has been turned into vital industry, at the same time, it is an industry of labor compression. As International Trade Protectionism is increasing, together with the increasing exporting of textiles and clothes, the trade of textiles and clothes will meet many issues. The friction of textiles and clothes is a reduction of the world trade issues, more and more trade issues in other industries will appear. In order to make full preparation for the coming trade issues, we must make some active study.This paper is divided into introduction, text and conclusion, more than 30,000 words. It makes a full analysis of the reasons for the trade issues between China and other countries, based on the review of the international trade systems development and the development of textiles and clothes in China, furthermore, it puts forward the strategies dealing with the trade issues.The first part of the text tells us the history of the world textiles industry, the formation of 'Various Fabric Pact' and the process of how to draw the 'Textiles and Clothes Pact', discussing the problems of integrative process, in order to make a preparation for the future study.The second part of the text analyses the largely increasing of textiles and clothes exporting of China and the severe situation China will face after China has entered WTO and MFA, to preview for the further research.The third part of the text makes a full analysis of the reasons resulting in the trade friction of China's textiles and clothes exporting. At first, it analyses the restriction of WTO to China's textiles and clothes exporting and the holes in the integrative process regulated by the ATC pact, and then goes on with the influence put forward by the increasing competition. At last, it analyses the interior reasonsleading to the trade issues.The fourth part of the text put forward the strategies and means to meet the textiles trade issues. This part is the key of the whole article. It advances the concrete positive strategies from the view of the governments, industry associations and the firms. The government must strengthen the macro control to make the situation better, the industry associations directs and serves the firms, and the firms focus how to put the measures into effect.The conclusion predicts the trends of the global textiles trade. Although the Sino-European and Sino-America Memo has been contracted, the deep problems haven't been solved. Chinese textiles and clothes exporting won't be a success in the future. So, it's necessary to make further study on such issues.China has turned into one of the global manufacturing countries and a fastigium as well, it's essential and influential to reinforce the study of such problems actively.
