The competition among enterprises is actually the competition of technology. To set up technological innovation system of enterprise with strong affiliated R&D organization as core is an imperative choice to gradually enhance core competition capabilities and make new development potentials available.Affiliated R&D organization of large-sized and state-owned enterprise is the mainstream of our country's technological innovation system, which provides large-sized and state-owned enterprise' development with technological store and support. As the core resources of technological innovation of affiliated R&D organization of large-sized and state-owned enterprise, R&D personnel are the most creative driving factor. Whether large-sized and state-owned enterprise can set up motivation strategies or motivate R&D personnel's enthusiasm and creative, it determines existence and development of large-sized and state-owned enterprise.The paper outlines the scope, the object of research and some important concepts, introduces theories about motivation, analyses the existing problems in the motivation system of R&D personnel of affiliated R&D organization of large-sized and state-owned enterprise currently. With concrete cases study, the paper tries to find out motivation strategies that aim at the characters and needs of R&D personnel, which are humane motivation strategy, human capital motivation strategy and intellectual capital motivation strategy. Meanwhile, to guarantee the motivation strategies to be better carried out, the paper proposes guarantee system consisted of organization guarantee, institutional guarantee and culture guarantee to motivate R&D personnel effectively and systematically. The strategies can realize personal goals of R&D personnel and enterprise' s goals as well. The strategies can make win-win results of R&D personnel and affiliated R&D organization of large-sized and state-owned enterprise.
