In the building of new socialist rural areas, with the constant increase of aged population and quick process of industrialization and urbanization , the issue of China's western rural social endowment insurance shows outstanding day by day. The restricted factors in creating the rural social endowment insurance system are many , among which mobilization of pension funds for old-age insurance is a very important one. Scholars in the past study noted little the western rural social endowment insurance system. Instead, they mostly designed a set of macro programmes of rural social endowment insurance system .Let alone to mention the protection of some special groups. At the same time, the creation of western rural social endowment insurance system is linked to other relevant national matching systems. If these related systems are not reformed ,the individual part of pension insurance funds is very difficult to raise. Only comprehensive reforms and construction from both macro and micro levels are performed, can the rural social endowment insurance system be set up perfectly.The main content of this text is that, talking about the basic problem of the social security in rural area from the macroscopic in Chapter One.
