Research On The Optimization Of Endowment Insurance System In Wujiang From The Perspective Of Planning The City And Countryside As A Whole

The social endowment insurance system is related to the economy and social development. Government should provide it as public product and service. To build the "social security net", joint effort from the enterprises, organizations and people is also needed. Everyone has the right to claim for social security. The social endowment insurance system is the core content of social security system during the construction of harmonious society. China's social endowment insurance system has a typical dual structure. Farmer's social endowment problems need to be solved fundamentally. There are also problems exist in the urban social endowment insurance system. It's urgent and important to unify the two systems and get further optimization.This paper defines the relevant concepts and connotations from the perspective of planning the city and countryside as a whole. It also lists the basic theories of endowment insurance system. Meanwhile, this paper systematically summarized the development of urban and rural social endowment insurance system in Wujiang during the past ten years. From different aspects, it analyses the causes of the existing problems. Considering the real situation in Wujiang, three solutions are put forward to optimize the system from the perspective of planning the city and countryside as a whole.
