It is an essential guarantee for the social stability and stability of the state to establish and improve the social security system according to the level of the economic development. Meanwhile social endowment insurance is the top priority of the social security system. Therefore, it has far-reaching implications to set up and improve the social endowment insurance for the country's social stability as well as the sustainable development. As far as the current situation of our country, the difference between urban and rural areas is very great because of multiple reasons such as history and policies, etc. Farmers, as a social colony in the community, are basically in a weak and vulnerable position. Thus, the construction of rural social endowment insurance has lagged far behind in the objective requirements of socio-economic development. Since 2000, China formally started beginning of the ageing of society. Obviously, China is a large agricultural country, therefore the agricultural population accounts for the great majority proportion of the total population. Nowadays, along with the population advancing age in rural areas and the acceleration of urbanization as well as industrialization, China's rural endowment issues have to be resolved. The western region's economic development is relatively backward, especially with the situation of large rural population; western farmers are facing problems of endowment insurance even more difficult. The function of traditional rural pension way is gradually weakening due to factors such as changes in the family structure, etc. what's more, rural social endowment insurance system is being explored as a new type of security system, the establishment and development of which are difficult, needing further improvement and perfection. These problems have become the obstacles which have constrained western rural economic development and social progress. Under the dual pressures of the ageing process of the population and socio-economic development, the reform of rural social endowment insurance system turns to be a compulsory core task.After 10 years of practice and reforming, China has initially formed a basic framework of rural social endowment insurance system, but several problems are still remaining, as well as the system is not rationale and consummate. In order to meet the arrival of the 2030s upsurge of the ageing of the population, we must learn from the basic situation of western countryside, and try to establish a new rural social endowment insurance system which fits the development of western economy. The main content of this paper is that: I expatiate on theory source on social security firstly; and I talk about the formation and changing of western rural social endowment insurance system. Then I discuss the own shortcomings of the system itself as well as the problems in the implementation of the issues through a comprehensive evaluation to the development of the system, by the way, I take the Chongqing Municipal as an example to evaluate instead of the whole western region. After that I discuss the internal factors in constraining the establishment and development of western rural social endowment insurance system from the viewpoint including economy, civilization, system and society. Next, comparing and learning from foreign experience in the rural social endowment insurance system, I analyze the possibility and practicability of establishing a new rural social endowment in western region from both the macroscopic and microcosmic angles. And the same time, I discuss the foundational opportunity and the related environment of the system, and I suggest a model of "a personal pension account, with government, collectivity and the people themselves pay for retirement pension, a raise capital model of funded pooling". Furthermore, I suggest dividing farmers into three categories: farmers with land, the rural workforce and the farmers without land so that I can establish individual account separately. Regarding the western rural population above 60 year-old, who is removed outside the rural social endowment insurance system, I propose to practice the non-payment rural endowment allowance system. The related policy recommendations of building a new western rural social endowment insurance system come up in the last part.
