With a new competing times coming, enterprise can' t only depend on old means—such as mass, cost and quality—to win competition advantage, and a new substitute for old ones is to make quick response to the market utilizing time element fully. Speed not only reduces cost, but also broadens the product line to achieve the growth of market share, which can frustrate slow competitors rapidly. Speed has become a vital factor to obtain outstanding leadership.Quick response makes use of information technology to satisfy the dynamic market and customer requirements and shorten lead time in all aspect of enterprise operations. Lead time means the time for finishingan action--such as the gain of materials or products. Lead time ofenterprises in all aspects usually includes purchasing lead time, producing lead time, conveyance lead time and delivery lead time. Quick response not only increases profit of corporation, but also reduces forecast errors in the stage of distribution logistics. Based on the definition and connotation of quick response strategic, it includes two points: one is lead time as the claim of time;another is to make response to the different consumer requirements as the claim of flexibility. If a logistics system can supply discrepant services, it means a quite flexibility. According to the analysis, the indexes about time and flexibility of time can be extracted form the distribution logistics service indexes to establish the index system of quick response.With the quantitative description of quick response and analysis of cost and revenue, the rule that with the increase of marginal response competence, marginal response cost increases and marginal response revenue decreases is also suitable for the relationship of quick response competence, cost and revenue. The prime response competence can be attained on a condition which marginal response cost is equal to marginal response revenue.In this thesis, three logistics management modes are analyzed in detail. Considering quick response as an evaluation index, analytic hierarchy process and analytic network process are used to handle the selection and decision making of logistics management mode.Several tactical methods about logistics management based on time are introduced in this thesis finally, they are logistics business process reorganization, logistics postpone, join distribution, time analysis based value and distribution based time. These logistics management methods aim to the enhancement of response competence to customer requirements, the cut of delivery cycle time, the increase of customer values and the creation of higher enterprise profit.
