Since the 21th century, the medium and small-sized enterprises have been the leading role in economic development with economic globalization and new economy revolution. The medium and small-sized enterprises play an important role in Chinese national economic advance. They are not only the motive force in economic development, an important carrier in achieving full employment, the basis of social stability , but also play a key role in booming market, pushing high efficient operation, optimizing industrial structure, making new technologies, meeting with marketing demands, allocating the risk for big-sized enterprises, achieving the benign circulation and promoting the operation quality in national economics.The core ability forms in the long run of business development. It is unique and contains deep inside. It is so significant to support the competitive advatages now and in future, becomes the basis of existence and development.
