70% of Russian enterprises' income comes from traditional products and services,20% from the improvement of products and services,and only about one tenth from technological innovation.Although in recent years,with the development of science and technology,this situation has improved,but the income brought by technological innovation still accounts for a small proportion.However,in Russia,in addition to a few large-scale enterprises with perfect technological innovation system,most of the small and medium-sized enterprises still lack perfect technological innovation organization and mechanism.As the foundation of small and medium-sized enterprises,technological innovation ability determines whether such enterprises can survive in the fierce market economy and have market-based competitiveness.In this context,this paper attempts to build an indicator system to measure the innovation ability of Russian SMEs,and uses scientific methods to summarize and analyze the problems faced by Russian SMEs in innovation activities,evaluate the shortcomings of Russian SMEs in innovation ability,and then put forward countermeasures and suggestions to improve the innovation ability of Russian SMEs For a certain theoretical reference.First of all,this paper analyzes the development of SMEs from the number,regional distribution,industry distribution and other aspects.At the same time,it summarizes the innovation ability of SMEs in Russia,focusing on the internal factors affecting the innovation ability of SMEs in Russia,combining with the scale of technological innovation investment,the new situation of patents and the transformation of technology level.Combining the theory of innovation capability improvement and enterprise innovation management activities with the innovation management practice of small and medium-sized enterprises in Russia,a scientific,easy to understand,independent and well-defined index evaluation system is formed.Factor analysis is chosen as a tool to evaluate the innovation capability of Russian SMEs.After factor extraction,rotation and naming,this paper considers that four factors should be selected as the main factors to measure and evaluate the innovation ability of Russian SMEs,namely,the innovation input ability,the innovation output ability,the transformation ability of scientific research achievements and the commercialization ability of scientific research achievements.Using the selected indicators to build the evaluation system,and the evaluation system will be applied to the evaluation of innovation ability of small and medium-sized enterprises.Finally,according to the evaluation results,the paper analyzes the advantages and disadvantages of Russian small and medium-sized enterprises' innovation ability,and puts forward corresponding innovation ability promotion strategies.
