Therefore, according to direction thoughts of persisting sustainable development in urban water affairs, for the purpose of disposing the existing abuse in management system divided, elevating efficiency in water utilization and management, ensuring water resources environment and economy society development in harmony, building up the urban water affairs integration management mode and practice mechanism, which adapts itself to socialism market economy system, in order to accord with nature water circulation law and water utilization law in economy society, the combination government macro administration with market economy regulation, becomes forward direction of enhancing the level of urban water affairs management.
