As an important natural resources, the function to social economy and eco-environment of water resources cannot be replaced. Although water resources are renewable resource, With city industrialization,social development and population explosion,Water demand of human being is increasing, Meanwhile, continuous deterioration of water environment aggravate water resources crisis. How to make effective allocation water resource with economic means. sustainable development of water resource has become a very important problem.In this paper, theories as follows are used: the value theory of water resource,macroeconomics and sustainable development and so on. Qualitative analysis and quantitative calculation are used to study the problem of water price and water price elastic,And rationalization proposal for the sustainable utilization of water resource is put forward. Main result as follows:1. It analyzes and summarizes basic structure and setting methods of water price; and summarizes the models of water resources pricing. It is detailed to analyzed their practicality and advantages and disadvantages2. It analysis the influence of population,water quantity,water quality and economic to water resources value, and based on water resources value theory; Take water quality,The amount of water resources per persom population density and the per capita gross national product as evaluation factors;Calculate the resources value of water in Harbin by use of fuzzy mathematics model to water resource value; The result of calculation is higher than present water price in Harbin,Which show that water price in Harbin is partial to low, and needs adjustment.And according to the concrete condition of Harbin, Some suggestions are given for reform of water price.3. At the macro level, after concrete analysis on external environment of Harbin residential water consumption, Make regression analysis on water use in Harbin by use of double-log model, establish water consumption demand function models of urban residents. The results indicates that the promoting function of resident income increase to water demand has more influence than inhibition of water price rising to water demand4.Aiming at low water price in agricultural and seriously waste of agricultural water and such problems, analyzes the influenced factors of water demand in agriculture in detail, Take Chahayang irrigation area. For example, effect of water price and precipitation on water demand is considered. Quantitative analysis to price elasticity and precipitation elasticity of agricultural water demand by SPSS software, The results show that water price has significantly inhibition on agricultural water demand Agricultural water price in Chahayang irrigation area unfavorable to high efficiency utilization of water resource. To solve all these basic problems needs new explorationThe result of the analysis and research may be reference for involved department.
