This thesis mainly focuses on the situation of development of present China's IT industry. By analyzing its IT industrial structure the thesis understood the problems of China's technology innovation. The thesis also tries to point out the reasons of insufficiency as to China's technology innovation and gives suggestions as to future development. The conclusion of this thesis shows that China's national innovation system (NIS) was formulated during a rapid economic change; that the importance of change was positioned by effective systemization; that this was the slogan of "the science technology is the productivity"which was advocated all the way since the reform and open-market policy, especially through "The torch plane (1986)"and "10th-five-years plan (2001-2005)"which openly advocated that the development of science technology is the crucial element. The Chinese government persisted on the notion of "The economic development must rely on the science technology and the science technology must support the economic development". However, at present, China relies too much on the advanced technology of foreign country and foreign capital by ignoring to nurture China's own technology potential, which caused problems by weakening China's innovative technology potential. Therefore, the author of this thesis raises suggestions in regards to the development of innovative system for the China's IT industry. First, switching the trade and industrial structure. Second, strengthening the development on raw materials and spare-parts. Third, lessening the dependence of enterprises invested by foreigner. Fourth, increasing R&D investment and attaining the essential technology. Fifth, strengthening to nurture qualified personals. Sixth, strengthening the three-way cooperation among industry, academy and research. Seventh, strengthening the technical tie-up with multinational company. Eighth, strengthening intellectual property rights. Ninth, paying attention to the technology pitfall.
