The Development Strategy Study On The Foreign Labor Cooperation In Changchun City

Through 14-years development the foreign labor cooperation in Changchun city has obtained the good achievement. Facing the domestic and international labor cooperation market and environment changing continuously, We should adjust the development strategy of foreign labor cooperation in Changchun city in time, make use of the exterior beneficial factors and opportunities, overcome the internal existent problems and give free rein to the advantages, in order that the foreign labor cooperation in Changchun City could develop further. There are four chapters in the thesis. In the first chapter I brief the concept and forms of the foreign labor cooperation, conduct the theory and analytical methods of the strategy management, expound the important meaning of formulating the development strategy of the foreign labor cooperation in Changchun City. SWOT about strategic management is the chief analytical method adopted mainly in this thesis, I study the development strategy of the foreign labor cooperation in Changchun City combining the analysis of internal advantages, weaknesses, exterior opportunities, threatens. The study on the development strategy of the foreign labor cooperation has the realistic meaning that the international direct labor transferring is the main measurement relaxing the pressure of employment, creating opportunities of employment too, increasing personal income and raising the worker's characters. Establishing the development strategy of the foreign labor cooperation in Changchun City can develop the foreign labor cooperation effectively in which we should set the target, fix the reasonable position and the developing modes. In the second chapter, I have analyzed the outer market and environment concerning the foreign and domestic and jilin province. In the analysis of international market and environment I first studied the characters of current international labor cooperation and the developing trend of present international employment market, then elaborated the situations and practices in main dispatching labor countries and the encouragement measurements adopted in Philippines, Indonesia and India. Concerning the target market I analyzed the national circumstances just like Japan, Korea, Singapore, Israel and Jordan. In the analysis about the domestic environments I recommended the developing histories and relevant policies, analyzed the developing circumstances about the foreign labor cooperation in our country and the existing problems, and put forward the suggestions. Changchun city is the capital of Jilin province, it is important to analyze and study the general situation and environment of the foreign labor cooperation in Jilin province. In third chapter I analyzed the present situations and the advantages or disadvantages of the foreign labor cooperation in Changchun City. There are seventeen legal foreign economic cooperation corporations examined in 2004, having business in Korea, Russia, Singapore, Japan, North Korea etc. about sixty countries andregions. Meantime there are twelve foreign dispatching labor bases in some districts, in charge of conducting qualified labor to the authorized corporations. There are the advantages of the geographical position and the labor resources, the labor cost being lower, the labor characters being better. Government encourages the development about the foreign labor cooperation, there are a group of foreign economic cooperation corporations. There are the disadvantages of the weaker foreign contracting engineering business, stopping the forward steps of the foreign economic expanding because of the state-owned enterprises reformed system falling behind, foreign economic corporation competition ability being weaker. Meantime there are better developing opportunities. With China joining the World Trade Organizations, members of Northeast Asia will open the employment markets toward our country further, in some international bidding items there will be more labors entering their labor markets through successful bidding. Secondly the implementation of the strategy of "expanding overseas"and concrete policies will guarantee the labor cooperation between Northeast Asia and Jilin province. Lastly developing the old industrial bases shall also provide the opportunity for the foreign labor cooperation in Changchun city. In fourth chapter I studied the developing strategic modes about the foreign labor cooperation in Changchun city. According to the analysis of the external opportunities and threatens and the internal advantages and disadvantages, I put forward four developingstrategic modes about the foreign labor cooperation in Changchun city as diversifying ways to dispatch labor, the labor stored and trained professionally, creating brand for foreign dispatching labor, the foreign labor domestic cooperating horizontally. According to every strategic mode I explained the background to put forward, the implementing ways and the controlling measurements. The foreign labor cooperation in Changchun city should be strengthened by developing professional the foreign economic cooperation corporations and establish perfect training system, improving the core competition ability. By the establishing labor brand of the Changchun city, the whole society will pay more attention to the foreign labor cooperation and the competition ability will be strengthened in the international labor market. By the horizontal district cooperation, the objective will be realized to make up for each other and develop together with the other cities.
