Foreign labor service cooperation is an important part of Chinese international economic cooperation, which is also an important part of the strategy of "stepping out". However, since the global financial crisis in 2008, the global employment market has been in big pressure. The demands from foreign labor market decreases greatly, and the entry barriers increases generally. At the same time, the labors actual income reduces because of RMB appreciation and the difference between working abroad and working in China becomes less and less, which brings big challenge to the companies in international labor service industry. How can A labor service company improve in this tough situation is the key issue in this article. The article plans to promote some suggestions for strategic development of A labor service company, using science knowledge of strategy, management, marketing and the practical experience. The article expects to provide some reference to enterprise leaders.Combining the related theory of strategy management and the development trend of labor service industry, the article makes deep research on A labor service company's development strategy according to the company's actual situation and peculiarity. Firstly, the article analyzes the strategic environment of A labor service company under the theory of PEST, and analyzes the current situation, problems and development trend of foreign and Chinese labor service market. Chinese main foreign labor markets are also analyzed. Then, the article introduces its own specific advantages, disadvantages, opportunities and challenges the company facing, thus proposing the development goals and strategic choice of the company, including marketing, cooperation, labor resource management, service innovation, risk management, human resource management and enterprise culture building strategies. At last, related suggestions to implement the above mentioned strategies are proposed.The main innovation of the article are:firstly the article analyzes the entire foreign labor service industry in the contest of post financial crisis and under the new circumstance of the whole labor service industry facing great challenges because of the constant increase of domestic labor income. It also analyzes how A labor service company progress under the new circumstance. Secondly, it makes a systematic research on A labor service company, which is a typical large state-own foreign economic enterprise, expecting to supply some references to the incoming new foreign labor service management regulation.
