An Study On Price Mechanism Of Disposal Of Urban Life Rubbish In Ningbo City

The speedy urbanization of Ningbo city has lead to increasing number of urban population and stepping up of consuming level, thus has lead to larger number and more complex life rubbish which brought out more pollution and serious harm to the inhabitant Accordingly, the fund used to the disposal of the rubbish costs much more which brings heavier financial burden to the government. How to effectively dispose the urban life rubbish thereupon becomes a focal issue attracting the whole society's attention.Through analyzing the problems and reasons existed in such process like the collection, transportation, burning, burying of the rubbish, the thesis proposes to try to use the price lever to reform the rubbish charge system, and channels off reduction, harmlessness, and resource of the disposal of urban life rubbish, and expedite industrialization, marketing of the disposal of urban rubbish, and play a theoretical reference role in the price mechanism reform of Ningbo urban life rubbish.The thesis includes five parts. The foreword (Part one) mainly analyze the status in quo of the disposal of Ningbo urban life rubbish, namely, passive of management system, simplification of fund channel, limitation of countermeasure vision and incompleteness of the law and regulations. On this basis, the thesis puts forward that the precondition of solving the problem is to build up a scientific price mechanism.The second part analyzes the necessity and feasibility of reforming the price mechanism of urban life rubbish disposal and points out the existed problems including ambiguity character, lower standard, narrow scope and scarce carrier of charge, and then proposes the aim and principle of the price mechanism reform.The third part builds up the price-making model concerning the disposal of Ningbo urban life rubbish. It firstly analyses the price system concerning the disposal of urban life rubbish at home and abroad, then puts forward the price-making model andanalyses the factors influencing the price forming such as cost, profit, labor productivity, price subsidiary of the government, tax and price adjustment period and so on. It proposes an idea of building up the price mechanism at a short-term, mid-term and long-term run.The fourth part proposes to build up the supervisory mechanism which shall ensure the forming of price mechanism concerning the disposal of Ningbo urban life rubbish. That is: 1) cost supervisory system, 2) specialist price assessment and examine system, 3) price hearing system, 4) regular price examine system, and 5) supervisory and inspecting system.The fifth part puts forwards the exterior mechanism to ensure the price mechanism concerning the disposal of Ningbo urban life rubbish normally run. That is: 1) propagandizing to strengthen the civil sense of environment protection, 2) the role shift of government from operator to manager and supervisor, 3) reasonable conversion of countermeasure in order to realize recycling economy of resource integration, 4) gradually realizing the sorting of rubbish collecting and reduction of the amount, 5) building up a complete legal system, and 6) actively advancing of industrialization and marketing of the disposal of urban rubbish.
