Research On Water Affairs Administrative System Innovation In China

The water service management system is refers to the government that manage and supervise entire society's water resource matter activity, guaranteed various aspects legitimate rights and implemented water resources sustainable use. In the water service profession organizations and agencies, the government implement, the jurisdiction division, the movement mechanism and so on. These series of systems are called water service management system. Water resources are strategic economical resources in the economical and the social development. At present, water resources shortage in our country already became a big problem restricting the national economic development. However, there are lots of disadvantages in long-range formed water affairs administrative system that many departments are in charge of water, which have hindered the coordinative development of water resource and area economy. Therefore, discussing the water management system innovation problem of our country have important theoretical and realistic meanings for raising the development utilization rate of water resource and solving the contradiction of supply and demand water resource.This paper takes exterior effect economic theory, property right theory, system vicissitude and the system innovation theory as a foundation and uses the literature investigation, the qualitative analysis and the quantitative analysis and the real diagnosis research technique. It analyzes and compares with two kinds of water service management systems type called region management and basin management. Under the guidance of system innovation theory and the water manages experience abroad, also in view of realistic condition and the historical background of system according to the water affairs of our country, develop government macroscopic management and the market economic role that regulates organic combination, is organizing structural, operation machine-made, working way, safeguard measure and so on. This kind of measure can put forward a series of innovation mentality so as to promote the water resources optimization disposition and effectively use and economizes and protects the water resource. In these ways, we can enhance the efficiency of using water resource. Combining with the stern contradictory of water resources supply and demand in Dalian, the article also proposes certain suggestions for how to create to put forward the water management system. Through these measures, it can built the good water affair environment and ensure that the urban economy and society realize the sustainable development.
