The Inter-sectional Benefit Conflicts And Coordinating Mechanism In The Water Affairs Integrative Administrative System

Water is the extremely precious natural resources that all living things relying on and essential ,irreplaceable to human being's living and producing, is the material foundation of national economy and social development. China is confronting with the austere water crisis now, in order to change the situation of many departments in charge of water resource management system, our country has carried out the water structural reform of management, water affair integrative administrative system had being carried out. This dissertation discusses the inter-departmental benefit conflicts and defaults in the Water Affairs Integrative Administrative System of the present stage in our country.Based on the analysis of domestic and foreign study on water management problem, the dissertation mainly has the following several contents: (1) at first, explaining the current water resource situation of our country, then pointing out threaten of our country sustainable utilization of water resource for dry waterlogged disaster, water yield type of lacking water, water quality type of lacking water, seriously polluted water, and analyzing effect and deficiency of water affair reform of our country according to the above discussion; (2) analyzing the inter-departmental interests contradiction between the water resource department in the water service reform of our country in the use of the water theory, and pointing out the conflicts within the water control section departments and water control section with the department of environmental protection, urban construction etc. (3) offering some countermeasures according to the defaults in the water affair management and some suggestions of improving water affair management system from the improvement of water regulation system, the establishment of water affair market and water affair committee, the information communication, human resource training, and water affair propagation etc; (4) Take water affair reform in Zibo as an example, analyzing the problem and insufficient existing in the water affair management system, and putting forward the countermeasure, making the argumentation more closer to reality.
