Empirical Study On Telecommunication Reform In China

The telecommunication industry is the basic industry of offering the public service for every walk of life, performance of which not only restrict the industry's own operation performance but also influence the whole development level of national economy. The telecommunication industry is becoming more and more important in information age. At present there are some questions in the Chinese telecommunication industry. The reform of telecommunication industry becomes one of the focuses that the society pays close attention to. This paper which proceeds from telecommunication regulation, combining theory of property relations, analyzes the advantages and disadvantages of telecommunication reform in China and lists some experiences about some developed countries. Based on the above analysis and reference, I propose some suggestions and hope to make contribution to telecommunication reform in China.This paper proceeds from the technological characteristic and economic characteristic of the telecommunication industry , and then proposes the necessity of the telecommunication reform. After analyzing the course of telecommunication reform in China, I draw a conclusion: telecommunication reform in China lacks systematic planning and do not make clear reform goal and mode .When telecommunication industry is facing the challenge of entering WTO, I think that Chinese telecommunication industry should set up the goal of the reform first. This goal is to build effective telecommunication competitive environment and to cultivate several telecommunication operators with international competitiveness. To realize this goal, we must take action as following: setting up the market structure of the whole business competition ; changing the roles of telecommunication regulator ; making the telecommunication enterprise's property right pluralism. Only when we solved the current situation with single property right of Chinese telecommunication industry at present, there would be substantive break-through in the reform.
