During the deepening of reforms of state-owned enterprises, organization reforms become one of the most important methods of restructuring of economy and strategic reorganization of state-owned assets. Undoubtedly, reforms of state-owned enterprises is necessary and effective. As the rationally reverting of enterprise's aims, there have several problems revealed, like so many redundant staff and lay-off person on state-owned enterprises, conflict of supply exceeding demand of work force. Especially the problem of replacement, unemployment and re-employment of redundant staff becomes a prominent and thorny conflict on the processing of comprehensive construction well-off society due to many years accumulation of redundant building, blind construction and contradictory of management mechanism. If the redundant staff couldn't be well replaced, it will affect not only the progress of economy reform, but also society stability and development.There are four chapters of the thesis:In Chapter 1, the basic situation of redundant staff on state-own enterprise is stated. As there are many reasons caused redundant staff on state-owned enterprises, the thesis explains the constitution of labor force population, proves the variance between the quantity of effective employment and actual work force and analyze the transformation process of disguised unemployment—temporary unemployment(off-duty person)—dominant unemployment. According to current policy and procedure of allocation of redundant staff on state-owned enterprises, the limit of replacement of redundant staff is analyzed. And the thesis points out that stripping surplus personnel becomes an inevitable way within a long period.In Chapter 2, the difficulties of replacement of redundant staff are explained from three aspects of policy, management system and personal character and the main reasons of benefit violation of off-duty person needed to be paid attention are raised.In Chapter 3, some mature regulations of foreign counties for replacement of redundant staff are introduced and the basic principles of consummating the work relationson the basis of the current status. According to the characters of our own enterprises and the basic principles, the suggestion of inheriting firstly, whole accepting, then reorganization and reducing staff is raised.In Chapter 4, it includes the brief introduction of the construction course of social security and explicit explanation that social security is the most effective method of staff s benefit guarantee and the foundation and premise of property right reform. The suggestion of improving social security is raised under the status of low coverage of social security and imperfect of the legal system laws and regulations.
