Human Resource is the most active and creative factor in enterprises, especially for those high quality core talented workers. The core workers in most enterprises occupy 20-30 percent of the staff, and more than 80 percent of profits and wealth are created by them. In the meanwhile, those talented core workers are also the main targets of the headhunters in the human Resource market. They get more chance and high possibility to hop jobs. Once they quit their jobs, the lost for the company is inconceivably huge, especially for the medium and small tech companies. Therefore, the effective administration of the core workers has become a vitally important part in the modern enterprise administration.Founded in the city of Qingdao in 1996, X-tech Ltd is the Mainland China wholly-owned subsidiary of A-corporation specializing in layout design from Taiwan. Since year 2003, however, with the booming development of Chinese IC industry, the domestic demand for the talents major in Integral Circuit design is surging, thus the competition among the talents turns white-hot. In addition, the X-Tech Ltd together with many medium and small enterprises, overvalued the pursuits for technical skills in the corporative management, and neglected of the training and management of human resource, the recent so-called human resource management stands still in terms of traditional recruitment and salary affairs, and lack the recognition of various elements of the modern human resource management.The thesis firstly concluded the research backgrounds and theoretical basis of this article, and then introduced the development and the present condition of X-tech ltd. Through the analysis of the core human resource of the X-tech, analyzing the core human resource by the questionnaire, we have summed up the plan for development of X-tech and its core human resource.Through the thorough analysis of this article, we have an accurate knowledge about the present development condition of X-tech ltd and have come up with some available and feasible countermeasures and approaches, which will be paramount to guide the development of X-tech in the future.
