With the development of social economy, the scope of cities has been consistently enlarged, and the number of new projects has also been greatly increased. Naturally, the tremendous need of more land and huge pressure of the protection for ecological environment have been kept growing all the time. Lots of data are involved in land-use planning, such as geographic space (figure) data, property data, professional data of social economy, laws and regulations, or some other related fields etc. Besides, the processing designs of all those data in land-use planning are extremely complicated. As far as the subjects of such planning are concerned, people in some certain areas would make quite a lot of irrational plans due to their limited understanding, which have finally brought much waste of human and material resources to the country. Some of these negative influences are even rather destructive. Therefore, Geographic Information System (GIS) has been more and more studied and used for land-use planning, considering that computer technology and GIS have got great and rapid development in today's society. In order to adapt to the needs of developing dynamic management of land-use planning, the timely introduction and application of GIS-based dynamic managing and early-warning system in land-use planning is really the general trend.This paper firstly introduces the present researches of dynamic managing and early-warning system in land-use planning both at home and abroad, together with the aims and significance of such studies. Then it makes further introduction to some major developing means from the consideration of system developing, and it also makes a detailed analysis of the second development of MapX which is the controlling device of GIS. What's more, this paper presents the safety designs of planning data, the organizing means of special information, and the designs of the database in this system. Then several commonly-used planning models are presented in the paper, including their classification, basic principles, general steps of establishment and management technology of the model base. On the basis of the studies above, the indicator system for land-use planning and early-warning is set up, and the principles for both the design of the planning indicator system and the choice of proper indicators in this system are presented too. Next, the author presents the designing principles and aims of such a planning indicator system, its technological route for the realization of systematic functions, and the complete technological process. A summary of all the above introduction and analysis is made at the end of this paper, together with some suggestions on how to carry out the following studies.
