| Public infrastructure, because of its some special attributes, has been offered by governments monopolistically almost in the history of all countries. But in the past 20 years, the reform with the theme marketization has been carried on all over the world including China. This thesis analyzes the background, reasons, and present problems of the public infrastructure service marketization. And at last it discusses tentatively the transitions of the government's role in China.The thesis amounts to five chapters. In the first chapter, it analyzes the conception of public infrastructure and some drawbacks drawn down by the mode of" merge government administration with enterprise management into one ", and then exposes the realistic background of marketization in public infrastructure service. In the second chapter, it studies the theoretical foundation of the public infrastructure service marketization from three aspects: natural monopoly, public article and governmental interference. It expounds that the characters of public infrastructure, such as natural monopoly and public article, have changed greatly with the change of conditions. Or at least some processes among them no longer possess above-mentioned nature. So we can bring in market competition and folk capital into the public infrastructure service. Meanwhile the paper analyzes governments' responsibility in that field by the analysis on the theory of governmental interference. On this basis, the third part of the thesis reviews the background, measures as well as enlightenments of the marketization of public infrastructure service in western countries. Then, the fourth part of the thesis is about the intial marketization of public infrastructure service in China and its major problems. At last, the fifth chapter discusses the viewpoint that the key issue in reinforcing the marketization of public infrastructure service in China lies in the transitions of the government's responsibility. |
