Research On The Government's Responsibility In The Rural Public Service Applying

The CPC Central Committee putting forward the concept of "building a socialist new countryside" and the strategic goal of "building a socialist harmonious society", "three dimensional rural issues" has been raised to a high degree which concerns people's livelihood. In China, the overall rural backwardness has a close relationship with the low supply of public services in rural areas. The Government is the main provider of public services in rural areas. So they should focus on the key areas of sustainable rural development and play a primary role in the supply of public services in rural areas, providing farmers with basic and secure public goods. However, the dual social structure resulted in the ever-widening gap between urban and rural areas and farmers have been "marginalized" in the political and economic affairs. Therefore, it is very important for studying the governmental responsibility and its limits in the supply of rural public services and establishing the urban-rural integration mechanism of public services supplying to narrow the gap between urban and rural areas, solve the " three dimensional rural issues". Also they can promote the process of building the socialist new countryside and the socialist harmonious society.Firstly this paper defines the relevant core concepts, and then introduces several theories associated with public services supply which are the theoretical basis of the paper. Secendly, the paper introduces the governments'successful experience in the public services supplying in rural areas of United States, Japan, Korea and other countries, from which we can discoverer some useful methods for our government. Then, based on the comparison between the foreign experience and the actual domestic situation, I found out several limits in our rural public services supply, for example, inadequate of total supply, the structural imbalance, inefficiency and notable regional differences. Furthermore, I find out the causes of these limits such as the lack of fair in the rural public services supplying, the supply does not reflect the real needs of farmers, ambiguous division of responsibilities among the various levels of government and the lack of effective supervision of financial funds, are the dual social structure, top-down decision-making mechanism of public services in rural areas, the pressure-type leadership structure, the government accountability is not enough. Finally, base on the analysis above, some strategies to promote the rural public service supply are suggested then. The practical significance of this paper is find out the cause of inequality in the urban and rural public services supply from the government point view and improve the rural public service supply system, and promote the integration of urban and rural public service supply finally.
