China is a great marine power, there are nearly 7 000 islands with an area over 500 square meters. Although our ancestors had begun to exploit islands very long time ago, the work done in the aspects of island exploitation and management by china falls far behind other countries due to historical reason. Facing to increasing development of islands exploitation and utilization worldwide, with the further promotion of the china' s open policy and reform, Chinese government has been considering the scientific exploitation and the sustainable economic development of the islands as one of the most important issues that should be solved urgently.Scientific exploitation and utilization of the islands is comprehensively systematic discipline involving society, economy, science and technology. In the First chapter of this article, several basic concepts are addressed, such as island, island classification, uninhabited island, the peculiarity of the island, islands system. It also proposes some new suggestions and comments on some problems that exists in above mentioned concepts. In the second chapter from the historical angle, it introduces the origin and development of islands exploitation, and explains the reasons why our undertakings fall behind. In the third chapter, it analyzes the present situation about Chinese island exploitation and utilization from the aspects of policy, activities we have done by now, and also addresses the changes we are facing at present. In order to resolve these problem, by introducing the experiences and undertakings done by U.S., Japan, Indonesia, it tries to provide some valuable experiences to Chinese governmental agencies for their reference in the forth chapter. In the last chapter, some advices are put forward for scientific exploitation and utilization of the islands and sustainable economic development in island areas.
