Land use planning (LUP) is a complex system project, it involves many factors and those of them influenced each other, the correlation among them is so complex that the work of LUP will cost much time and cannot be carried out effectively by traditional handwork, and the reliability of planning result also is not high. As the new round of LUP being taken in our country, and the requirement of information constructing about land resource management, on one hand, we should hold the essence of LUP on the basic situation of market economic and adopt corresponding planning mode, on the other hand, it cries for introducing modern high technology and methods, especially computer software, GIS and artificial intelligence, to enhance the scientificity and veracity of LUP and improve its work efficiency.This paper according to the content of LUP, discussed its systematization implementation methods. In here, we discussed the land use layout in detail, and put forward the models of land use layout based on knowledge base. In the end, using the component GIS—MapObjects, on the platform of Visual C++ 6.0, we developed a software system to assist LUP designing and remedying. By alternant controlling, this system makes LUP carried out semi-intelligentizedly. And we test this system by using an actual data. The whole research includes the following contents:1. By reviewing the LUP, especially from the point of technology and methods of planning making, this paper holds the trends and shortage of it and discusses the necessity and feasibility of carrying LUP under computer environment.2. After narrating the base concepts, content system and the task of LUP, this paper takes emphasis on discussing the LUP making mode.3. From the point of systemization implementation, this paper expatiates detailedly on the contents of LUP and its process by quantificational depicting, modeling and system expression, and makes clear of some key conception of LUP.4. After discussing the purpose and demands of land use layout, and analyzing the status of current methods of it, this paper puts forward two kinds of layout model. By abstracting the knowledge and rule of layout, it constructs a knowledge base and designs the alternant land use layout models.5. In the end, this paper depicts this software system's designing and implementation.
