Accompanied by the rapid advance of industrialization, China's urbanization process continues to accelerate in recent years. However, urbanization in the birth of modern civilization, it also created a shortage of land, traffic congestion, urban pollution, and a series of problems. Practice has proved that if urbanization wants to be accelerated to improve the quality of life of people, it must be resolved on a rational disposition and use of urban land resources. The market mechanism and government mechanism are two complementary mechanisms. In different economic system, the market mechanism is quite different.Since reform and opening up, the existing urban land-use systems and land use mechanism do not meet the needs of urban economic development. The market mechanisms, which was taken into urban land use by the government through the separation of land ownership and use rights, greatly enhance the efficient use of urban land and optimize the land use structures compared with the period of the planned economy. However many problems still exist in urban land use.This article attempts to analysis the urban land use from the following three aspects: property rights, market mechanisms and government mechanisms. At present, the main body of China's urban land property is ambiguous and the rights and interests indeterminacy, therefore, our land-use mechanism did not achieve the objective of land use optimization.China's urban land use mechanism has transitional economic characteristics obviously. The government only makes up the limitation of the market mechanism as the social manager and cannot take the basic function in land resources allocation compared to western countries. In fact, the government should take the most important role in current urban land use. The government should set property rights in law in order to lay a good foundation for market mechanisms, establish urban land reserve system and improve urban land reserve center functions to compensate for the shortcomings of market mechanisms. Meanwhile, the government also needs further reform, especially in modifying local governments' behaviors, in its intervention mechanism. Therefore, this article brings forwards some advices to consummate the urban land use mechanism from the three aspects mentioned above.
