On The Function Of The Government In Managing Private-Owned Enterprises

The management of enterprises is one of the basic economic function of the government, which changes with the social economic and political structure. The setting up of the management function of the government for private-owned enterprises in China reflects the change of the economic management function of the government in the new era. The management function of the government for enterprises arises from and gets improved in the process of restructuring economy, and at the same time it is an important aspect of reforming political setup. In other words, the change of the management function of Chinese government for enterprises is the redefinition of the function of the government when the system of the national economy changes from planned economy to market economy, from single economic form to coexistence of diverse economic forms.The essential economic management function of the government, the representative of the state, is formulating and supervising "market regulations and rules" and providing services. Correspondingly, the function of the government shall be restricted to a certain extent, which requires us to define the relationship between the government and enterprises, and construct new government-enterprise relationship. The author thinks that the ultimate content and objective is to construct efficient government, market-oriented enterprise and perfect market system so as to set up a national economic system of the three forming an organic whole. As can be seen from the reform and opening up, the objective of economic operation system of China is to construct a modern economic operation system with the market, enterprises and government forming an organic whole, among which the government plays a leading role.The recalling of the history of the development of China's national economy indicates that the special characteristics of initial environment decides the particularity of the growth of private-owned enterprises, and the characteristics of its operation, which is closely related to the gradual promoting function and management mode of the government. On the one hand, the government is more and more mature in managing private-owned enterprises; on the other hand, from a deeper level, the change of the function of the government is obviously lagging behind, which leads to many faults inthe management of private-owned enterprises.The further development of private-owned enterprises and the improvement of the management mode of the government is attached great attention to by scholars, and is the urgent problems to be solved as is recognized by the government. Basing upon the above, considering the characteristics of the development of Chinese private-owned enterprises and the international competition environment, the thesis expounds the basic content and the realization mode of the function of the government in managing private-owned enterprises from the following six aspects: formulating policies, regulations and laws; constructing market system; macro-economic control; supervising and regulating; planning and guiding intermediate agencies; setting up and improving social security system.The objective of this thesis is to explore the definition of the "function" of the government in managing enterprises and the change of the management function of the government, which is mainly concerned about the general system, therefore the thesis is mainly about the general mode of the behavior of the government.
