Study On The Transformation Of Governmental Economic Function Under The Condition Of Socialist Market Economy

Under the condition of socialist market economy, the continuous developmentand gradual improvement of market economy, decided the economic function of thegovernment to have a continuous process of self adjustment and continuous change.The transformation of governmental economic function is not the essence of thechange, but the functions of the government should be with the development of themarket economy needs in the quantity increase or decrease.China’s socialist market economy is built on the basis of past planned economy,through continuous reform and the establishment to come true. Socialist marketeconomy has just started, governments at all levels must fulfill specific historicalperiod of the special task, take the special function of economic development. Atpresent, China’s transformation of government economic function is not in place, aseries of problems still exist. These problems forced governments at all levels mustspeed up the pace of the transformation of the economic functions, in order to adapt tothe development of the socialist market economy and the current demands. At thesame time, the transformation of government economic function, is the objectiverequest of market economy regulation, is the special requirements of particularsituation of our country, is the basic requirement of Chinese socialist value orientationand development goals. This paper discusses problems in process of transformation ofthe government under the condition of socialist market economy economic functions,first, from the basic concept, the economic function of the government generalfunction and the special function to start, according to stand,viewpoint and method ofMarx’s theory, combined with reasonable discourse of western economics about therelationship between government and market, after a careful analysis of the objectiveof establishing and improving the socialist the market economy system, expounds thenecessity of the transformation of governmental economic function,focused on theanalysis of existing problems and reasons of the transformation of governmenteconomic function, and finally find out the solution to the problem of such a basictrain of thought, this paper carefully analysis and studies the problem deeply, on therelationship between government and market development of the socialist marketeconomy and the transformation of government economic function ways and means.This paper consists of introduction and three parts of text. The introduction partintroduces the transformation of governmental economic function of such a researchbackground and significance of the theory and practical significance, research statusof domestic and foreign scholars and government in a market economy, the researchmethods and innovation. The first part of the text is the summary of the theory of theeconomic functions of government, and at the same time expounds the necessity ofthe transformation of governmental economic function from three aspects about thegeneral law of market economy,the specific national conditions and the socialist corevalue orientation and development of our country.The second part analyzes theexisting problems of the transformation of the government economic functions at thepresent stage, such as the definition of government economic function is not clear, themacroeconomic regulation and control is not scientific, the micro economic management intervention, public product and public service can not meet the needs ofthe society, severely fragmented market supervision, market and governmentbidirectional failure lead to poor economy and the functions of the government overlead to public power dissimilation, in-depth analysis of the causes of these problems.The third part is mainly based on the existing problems and puts forward thecountermeasures to the transformation of governmental economic function.
