The Theoretical And Empirical Study On The Symbiotic Development Between State-owned Economy And Private Economy

The development practice of the reform and opening-up shows that the previous boundary with obvious distinction between different ownerships is being broken by closely dependent nature.A symbiotic form of interweaving with each other is appearing.Under the concept of "mixed ownership",it is necessary to recognize the concept of symbiotic state.This is the ideological prerequisite for perfecting the basic economic system of socialist market economy characterized by "win-win",and it is also an important practice to support supply-side reform with effective system supply.This paper attempts to introduce the theory of symbiosis in biology into the study of the interactive relationship between state economy and private economy.Based on the theory of population dynamics,this paper discusses the equilibrium solutions and stability conditions of reciprocity,partial coexistence and parasitism to sort out the intrinsic characteristics of different symbiotic models.The results show that the symbiotic partners can achieve the effect of 1 + 1> 2 in reciprocal symbiosis,and the symmetry reciprocal co-occurrence system is the most harmonious and stable.The equilibrium of the symbiotic system is only related to the mutual influence coefficient between the symbiotic environment and the symbiotic unit,Regardless of the inherent rate of growth of the symbiotic unit.And then the article puts forward the hypothesis that there may be asymmetric reciprocal symbiotic relationship between the state-owned and private economy.In order to verify this hypothesis,this paper first makes a preliminary qualitative analysis on the symbiotic relationship between the two,from the perspectives of historical evolution,the mechanism analysis and the reality judgment.On the basis of the previous analysis,this paper establishes a static and dynamic panel model of the degree of symbiosis by using the panel data of 30 provinces in China from 2000 to 2015 to judge the symbiotic development model between the state-owned and private economy.The study finds that there exists asymmetric reciprocal symbiotic relationship between China 's state-owned and private enterprises.From the national level and the eastern,central and western levels,the conclusions are the same and the foregoing assumptions hold.Therefore,the policy enlightenments obtained from the conclusion of this paper may be: insist on improving the basic economic system and creating a fair competitive environment for the common development of a variety of ownership economy unwaveringly,insist on doing a good job bigger and bigger state-owned enterprises and promoting cooperation and reasonable competition between state-owned enterprises and private enterprises unwaveringly.
