In order to cope with the possible war and various emergency incidents effectively, we need to do the research on the National Economy Mobilization (NEM) and constitute and manage the National Economy Mobilization Preparedness (NEMP) properly to enhance the NEM system's ability to deal with the emergencies. However, after reading the papers on the NEMP, we find that the research on it is only at its beginning step, and there is no criterion on how to constitute an NEMP. Thus, it not only brings the difficulties in the management of NEMP, but also makes it inefficient when we want to reuse the existing NEMPs. In order to provide a basic solution to the above problems, we will develop a system to manage the NEMP, in which we will apply the technique of Case-Based Reasoning. The system is based on a case base, which contains the existing NEMPs as well as various NEMP templates of various NEMP type. After the system receives the user's input, it will retrieve the NEMPs in the case base with the Case-Based Reasoning technique to meet user's demand. If there is no proper results or if the user is not satisfied with the retrieving results, the system will generate a new NEMP according to user's input and some other relevant information. With the system, when the user constitutes an NEMP, he needn't to do it from the very beginning, for the system can help him to do the work based on the existing NEMP. In this way, the efficiency of constituting the NEMP can be improved. In addition, for most of the existing NEMP are verified by the actual practice, the effectiveness of the NEMP constituted by the system can also be improved.
