Enterprise culture has already become the most important factor what the enterprise win in the new economic times . Studies and discussions on enterprise culture has been the focus of both theory and practice about enterprise management since 1980' s and it becomes more and more fierce. Enterprise is a leap of that enterprise management to cultural management, and which is also a inevitable trend and choice of the modern business enterprise managing development.Because China is switching from socialistic planed economy system is developing, The restraint mechanism is not very perfect about the enterprise especially privately operated enterprise. There are many questions must be considered about privately operated enterprise, such as how to fulfill self consciously social responsibility in both production and management, how to abide consciously by national law, how to defend readily staffs' legitimate rights and interests, how to build up well the enterprise sculpture of sincerity and trusts. Economic globalization makes that competition of inter-enterprise is more and more drastic. Privately operated enterprise must struggle for survival along with competition of many large enterprises, so it appears more urgent and important to construct excellent enterprise culture.This paper argues that enterprise culture is the connotation and essence of enterprise management, and is also the capital for building up the brand superiority. According to the actualities of privately operated enterprise culture, there are many questions to hinder the continual development of privately operated enterprise, including lower culture layer, familial tradition and driving by benefit. That has become the unsubstantial rib of the development of privately operated enterprise due to without both of modern enterprise culture ideas and suited atmosphere of enterprise culture. Therefore, basing on the discussions about enterprise culture, according to the theories of both economics and enterprise management, using for the references the experience of both domestic and overseas, this paper tries to bring forward both strategies and suggestions on how to build up excellent enterprise culture.This paper argues that in order to build up excellent enterprise culture, we must match it with the cultural present situation of privately operated enterprise, and absorb Chinese excellent traditional culture. At the same time, we should borrow properly advanced management ideas and excellent enterprise culture from the foreign countries. We must innovate bravely so as to build up modern enterprise culture with own characteristic. We should pay attention to train the core value view and spirit of enterprise. We must renovate the management ideas and change the enterprise into the learned organization, and we must establish sincerious value view and conception of duty-interest. We must pay more attention to mold privately operated entrepreneur troop.
