In the course of pursuing the improvement of organizations'performance, modern theories and methodologies of process management have been developed quickly since the past two decades. In order to meet the needs of computers'application on enterprises managerial fields, many process management software applied to business automation have been developed, and identification & definition of specified process become the fundamental part in these software, tools for process definition like Petri –net,WfMC,IDEF series have been widely accepted。Nevertheless, due to their high level technical requirements, the supervisors and anticipants in organization haven't acquired these tools like Petri-NET,WfM and IDEF series, thus a negative impact on the popularizing of process management emerged. Considering the PDCA-cycle and the needs of process management, it is believed that the results from the definition of one specified process should explain the goals ,the process-net,activities and its relationships ,input/output,control mechanism,monitoring indicators,monitoring points,resources of a process. A process definition tool named Expended Role-Action Flowchart (ERAFC) been introduced in this paper, because it is based on the analysis of process, it definite a process by using flowchart and natural languages, in the format of QC engineering flowchart, this tool is easy to be understood and easy to be mastered. The steps of drawing an ERAFC are presented in the paper; practical applications of ERAFC on the fields of documentation quality management system,definition of responsibilities ,analysis of an information system requirements ,establishing index systems of process performance monitoring and analysis & improvement of a process have been discussed through case studies. In this article, performance indicators have been set up on the levels of sub-process and activities by using ERAFC,the goal decomposing of MBO and the theory of stakeholder,that a progress has been made in measuring and assessment of process performance at the level sub-process and activities. Aimed at the problems resulted form assessment the performance of linked-process, the Index of Process Adjusting Capacity has been established to evaluate the adjusting capability of one specified process to its preceding process which influents its performance. It enables the evaluation of linked-process performance become more objectively.
