A Case Study On Rights And Interests Protection Of Farmers Lost Farmland And Sustainable Development Of Agriculture And The Village In Weifang City, Shandong Province, China

Along with urbanization, industrialization advancement speed up, the cultivated land takes over for use and the scale unceasingly expands, the quantity unceasingly increases. The certain scale of farmers lost farmland appears. They become the most disadvantaged group in all fanners. It is very important to protect their rights and interests to sustainable development of agriculture and the village. On the one hand, local government competes interests with fanners lost farmland resulting in harming rights and interests of fanners. On the other hand, they undertake the duty to protect rights and interests of farmers lost farmland and to promote the sustainable and healthy development of agriculture and the village. To maintain rights and interests and promote the sustainable and healthy development of agriculture and the village, it takes on the very important instruction significance to analyze the approach and form to violate rights and interests of farmers lost farmland, to study the role in which local government plays in protecting rights and interests of farmers lost farmland and its the experiences and lessens , even better to impel local government playing a positive part.It was taken the actual situation and operation of Weifang City, Shandong Province as the example in this research and rights and interests protection of farmers lost farmland and the sustainable development of agriculture and the village were studied, adopting the quantitative and qualitative analytic method through the discussion, interview, survey. The result indicates: the massive surplus labor forces come into being and the social unstable factor increases in the village because rights and interests of farmers lost farmland suffer the violation. The farmers lost farmland are engaged in the shift employment and are weakened in the production ability, as the result of having a bad impact on the sustainable development of agriculture and the village. The approach and form to violate rights and interests of farmers lost farmland mainly has four aspects as follows. The low standard of compensation also does not arrive unfairly. The assignment of land increment income has been unfair. Not all of farmers lost farmland has obtained the placement. The social security of farmers lost farmland is not the effective solution.In the countermeasure research regarding protecting rights and interests of farmers lost farmland and promoting the sustainable development of agriculture and the village, this carried on the analysis from six aspects: the strengthened land management, the increased land reclamation, the guarantees that the cultivated land overall does not reduce, practically strengthening the levies and management of the monetary award to make up the land, developing the high quality highly effective agriculture, speeding up base construction of the high quality agricultural product, enhancing the cultivated land benefit of unit area, improving the employment structure of farmers, positively exploring the new pathway which the farmers lost farmland are placed, doing the social security of the farmers lost farmland well, making the following work well, doing the land reorganization well, combining with field survey to Weifang City. These countermeasures in the practice, all effectively have protected rightsand interests of farmers lost farmland, and promoted the sustainable and healthy development of local agriculture and the village.Finally, several pieces of suggestion to protect rights and interests of farmers lost farmland and to promote the sustainable and healthy development of agriculture and the village were proposed through the analysis of the situation in Weifang City, Shandong Province.
