| The progress of scientific technology has paid extremely important role in regional agriculture development. Integrated management and improving medium-low yielded farmland were acted as an priority of Tackling Key Programs of Science and Technology (TKPST) from the sixth to the tenth 'five-year plan'. As a result of a series of scientific and technical achievement, development model and technique system were put forward from the theories, method and practice, the great benefit came forth. From the history of TKPST for Regional Agriculture in Huang Huai Hai (HHH) Plain, this paper studied on the scientific technology resources in this region (especially characteristics of fund and personnel devotion for the scientific technology) and summarized the achievements of TKPST, and also generalized some characteristics of the progress of regional agricultural science and technology such as public welfare, long-term, fulfillment, discipline synthesis and industrial foundation. These characteristics urge the management of agriculture scientific technology to make special request, thus this paper discusses the management mechanism of regional agriculture development macroscopically and microcosmically, at the same time puts forward some corresponding scientific technology policies and others management countermeasures such as taking regional resources as foundation, the need of scientific technology as basis, the reasonable scheme of scientific technology factors as management object, to strengthen the ability of regional agriculture scientific technology progress and insist the combination of research and popularize. |
