Analyse On Public Management For The Government Operation Their City

In recent years, city operation is frequently mentioned. First, local governments promptly accept this notion and put it into practice. While there are successful examples of "operate city" of large cities such as Dalian and Qingdao, there also emerged real problems, in which, "political achievements" projects became harassing people and wasting money under the flag of city operation; some local governments being as an leading role, there occurred target convergences, function repetition, industry isomorphism, single image, and so on in city operations. Is city operation available? Whether the subject of city operation is the local governments also become the focus of debate. Based on summary and analysis of experiences and exiting problems in the city operation in our country, this paper take local governments as representatives for public interests, and, subsequently, analyze experiences and problems in the recent years' city operation of Qujing, a medium-small city, while proposals and comments for future Qujing's city operation are also analyzed. It is concluded that, at present stage, it is a necessary choice to practice city operations to develop economy and promote quality of people's living for a city like Qujing, which has no big fame and obvious region competition advantages, and has a local economy relatively falling behind; at the beginning stage of operating cities, only local governments could act as the subject, and, only after such a primitive phase, cities are guided to develop to a certain level and achieve a certain level of attraction and competitiveness, local governments could alter their functions and operate cities in the intrinsic meaning of it, and provide more efficient public service. What governments need to do are to make more accomplishments in building market systems, position of city functions, plan and layout for city developments, procedure creations and other aspects, and, do as much as possible to avoid risks in the city operation and protect social fairness and justice.
