Agricultural science and technology gardens (ASTGs) are called "Green Silicon Valley", which is a new type of economic phenomenon in agricultural development in China. It takes equipped agriculture as carrier, advanced science and technology as supporting factors, and has functions of incubation, demonstration, and popularization. It is also a completely new organizing way for intensive producing and enterprise managing in agriculture. Therefore, it is significant to study on ASTGs.Principles and methods of Agricultural Science and Technology Management, Agricultural Extending and Productivity economy are applied to investigate the development of ASTGs in Shandong Province in this thesis, companied with systematical and complete analysis of its inevitability of setting-up, development status and major innovation points etc., including abundant examples applying qualitative and quantitative analysis. Conclusions are drawn out of ASTGs with 5 functions, 6 existing issues and 7 solution countermeasures and suggestions. On the qualitative analysis side, fulfilled and ameliorated a set of assessing factors on ASTGs. It is importance to point out the direction for future development.It is a creative point of view that it is the first time to bring the forth concept of establishing ASTGs culture in the thesis, and it plays the key role in the personality, target of actions, power of development and cornerstone of achievement. Attention must be paid to the establishment of garden's spiritual civilization and culture, to improve its public image. The thesis puts forward the sustainable countermeasures and measurements for Shandong ASTGs, in order to assist the development of ASTGs in Shandong Province, even in China.
