As a new pattern in agricultural development, Agricultural Science and Technology Garden (ASTG) that gathers a set of production, processing, technological innovation, promoting demonstration, education and training has developed rapidly over the past20years. The ASTGs spreading across the country in agricultural production have been proven efficiently as a support in promoting agricultural science and technology innovation, incubation, and diffusion. The ASTGs in Wenzhou have taken shape following the first phase construction, which have play an important role in promoting economic growth. At the second phase construction and planning, we encountered much more problems, such as the limitation of land resource, shortage of scientific research, and limited technological extension. These problems are common in southern cities. Therefore, planning the ASTGs efficiently and improving the effectiveness of diffusion are the keys for the further development of ASTGs.In this study, we studied on relevant foreign research on ASTGs, focusing on making good use of ASTGs through effctive planning and distribution. Therefore, we chose the method of scattered distribution in core region together with the technology diffusion theory, growth pole theory, industrial distribution theory, industry spatial theory, comparative advantage, and the traditional agricultural innovation theory with high technology. The theoretical demonstration for feasibility was analysized by the combination of economics, management science, and the agriculture popularization science. In conclusion, we suggest that the method of scattered distribution in core region is not only feasible, but also can promote the functioning of the technology diffusion. Meanwhile, it paved the way for the further analyses.Under the support of the theoretical research, we carried out empirical research concerning the ASTGs in Wenzhou, using the methods of literature review, theoretical analyses, and empirical research. Through the SWOT analysis combined with the practical survey, we demonstrated that the scattered distribution improved the technology diffusion, and indicated the feasibility and necessity of rational planning for the second phase construction in Wenzhou.The development of Agricultural Science and Technology Garden gradually plays the more and more important role. For promoting its development, this article puts forwards some concrete pieces of suggestion from policy, fund, environment, administration, technology and talents which is in order to guarantee its normal development. The author also puts forward much more pieces of suggestions to Agricultural Science and Technology Gardens for their effective operation in order to achieve the gardens’ function.
