It has been more and more focusing by the decision-maker that how to attract and stabilize the science team consisting of crucial individuals, and promote the enthusiasm of team and individuals with the process of renovation of system cadre, assignment, employee.A given institute, which belongs to a large-scale enterprise, has had employee from tens to about thousand during the past several years. At the end of 1980, the institute had been exploring the performance evaluation, however, the effects wasn' t perfect because it faced to many awkward matters in the course of implement. After the 2000, the institute executed the post allowance and performance rewards, and phase in combining the results of assessment with performance rewards. Because of the large proportion of performance rewards in the income of employee, it promotes the attach importance to the performance evaluation for team and individuals, and this needs better performance evaluation system.In this paper, according to the thesis of design and implement of institute performance evaluation system, a performance evaluation system is designed, which based on the results of analysis for the institute's organizational structure. The performance evaluation system consists of three administrative levels, which include the evaluation system for the research institute, leader, employees,respectively. In the course of design and implement, the author mostly takes part in the design and implement of evaluation targets of employee team construction, leader and employee.The article is primary consist of four aspects concluding the performance evaluation theory, the analysis for HR status of the XN institute, the design of the performance evaluation system , implement -ing and evaluating the performance evaluation system.The proposed system has basically achieved the purpose for promoting the enthusiasm of team and employee, and accomplishing the assignment of scientific research in time. However, there are some deficiencies such as the deficient target system.
