Scientific research institute is an important force in the national economy construction. Along with the strengthening of our market deepening and business entities of different trends in market competition, scientific research institute has gradually adjusted the strategy of economic development through science and technology, promote the industrialization of value-added and achieved considerable economic benefits and Realization of assets. But because the Research Institute was founded in the special period, there are still a planned economy and military command system brand, its human resource management function and market-oriented operation there is still a gap, such as performance management also exist some common problems: matching system and strategic problems, lack of scientific performance index and weight, performance management and process management system lacks cohesion. The above problems constitute a "short board to improve the market competitiveness of scientific research institutes". Therefore, to improve the performance management system for scientific research institutes, in order to improve the overall performance and gain competitive advantage in the market competition, should be the focus of attention of the human resource management research institute.This paper takes ZC Institute as the research object, the first implementation of the analysis of the current situation investigation and problem of the performance management; secondly, according to the existing problems, the performance management system design by using the relevant performance management theories and methods, namely, by drawing the map, the economic development strategy of Science and technology makes clear the strategic themes and setting performance objectives decomposition methods and procedures, the use of extraction equilibrium and set the stage, scorecard department level indicators of performance appraisal, job level, the team set up by the method of key performance indicators(Department, group key) performance appraisal index, the weights of evaluation subject evaluation and performance appraisal index of the proportion set using multiple analysis weighting method and AHP method respectively; finally, the implementation of the performance management process and guarantee measures of the performance management scheme design is optimized. Through the above research, this paper reached the purpose of optimization design, the formation of ZC Institute of system of performance management system, to achieve the performance management objectives to match, and the technical economic development strategy, performance appraisal index system with qualitative and quantitative performance evaluation results of justice and fairness of the amount of applied research, all of these make up the ZC Research Institute of the existing performance management system deficiencies.The research content of this article based on the actual situation of ZC Research Institute of performance management, and consistent with the management thinking, has strong application and operation, theory and practice of performance management of ZC Research Institute of the level are all helpful, provide good references can be the implementation of performance management in other similar research when the institute.
