Survey and design is an emerging industry,since the beginning of it is facing the unprecedented opportunities for development.The level of survey and design affect the quality of construction project investment benefit and safety,plays an important role in the development of the city construction.With the reform and open police spring breeze through the motherland,the gradual reform of survey and design institute,survey and design industry has experienced the three milestones,such as marketization process,system mechanism reform and shareholding system reform,every reform is a productivity liberation and revolution,has brought historic changes in the survey and design institute,provide greater development space for talent.Only employees potential fully excavate,subjective initiative into fully play,full display high-end talent level,survey and design institute could develop better.With China's small and medium-sized survey and design enterprises and foreign enterprises to enter the Chinese market,survey and design industry is facing unprecedented competition and challenge.Therefore expect that China survey and design market faced with fiercer competition situation.To improve the production efficiency and core competitiveness,arouse the enthusiasm of staff effectively,and further standardize and strengthen the performance management system designing institute,and implement the responsibilities for each position,ensure to finish work efficient,high quality,survey and design institute establish a reasonable performance evaluation system according to the relevant provisions of the country and survey and design industry,combined with the group company post performance evaluation guidance,extensive research and sufficient demonstration,using the balanced scorecard method has become an urgent question on the basis of the original performance management is relatively weak.Based on the research of the performance evaluation system of domestic and foreign relevant theory and the analysis of the survey and design institute of original performance appraisal system,according to the characteristics of the survey and design institute has many business units,survey and design institute staff characteristics,and the development situation of K survey and design institute to establish a set of suitable for K survey and design institute of strategic performance management framework model in this paper.This paper confirm the design institute strategy direction by SWOT analysis method,according to the overall strategic target of the design institute analysis departments and jobs,and make a list of the duties and responsibilities of jobs and departments,establish the performance management system by the key performance indicator(KPI)and the balanced score card(BSC),determine the index weight by using analytic hierarchy process(AHP).This paper decompose the enterprise strategic to each department and worker,and finally establish a set of scientific,comprehensive and performance management system.The system can not only make the enterprise performance management with the enterprise strategic closer together,but also implement performance management efficiently to each department and worker.This paper applies the method to the K survey and design institute based on the balanced scorecard performance evaluation system.It turned out that the performance appraisal system is a set of scientific,systematic and operational performance management,and enhances the enterprise management level.This method has the value of reference for the establishment of the other enterprise performance management system.
