Selecting The No. 30 Institute of China Electronic Technology Corporation as a survey case, this paper aims to reveal the relationship between system arrangement , organization layout and organization performance by describing the historical and present situation of the system arrangement and the organization structure in this institute. At the same time, this paper still reveals the main features included are as follows: regard the system innovation as the core, regard the organization adjustment as the basis, establish the new management pattern and the new operation mechanism, enhance the abilities of sustained innovation.
