A Study Of Industrial Cluster's Innovational Performance Based On SCP Pattern

The industrial cluster is an aggregate of certain enterprises and institutions with correlation. The industrial cluster can attract the flowing wealth of the whole world and stick them together, with the development of industrial cluster, its power become great gradually, many specialized industries (or enterprises) and their correlative institutions will gather toward the cluster, thus, the regional competitive advantage obtains the promotion. Now, the regional industrial cluster is not only a basic space frame of the world economic, but also an origin of competitive power of the country or the zone. As a special form of industry organization between the enterprise and the market, the industrial cluster transforms the technology innovation from the behavior of single enterprise in different scale to the behavior of large-scale groups. In this emerging technology innovation system which is based on industrial cluster, enterprises which have different scales will exert their technology innovation superiority fully and respectively by their mutual competition and coordination, then the technology innovation superiority of the whole industrial cluster, the nation and the zone will be created. The effect of the industrial cluster's innovation superiority will finally be appraised by its innovational performance, thus the study of industrial cluster's innovational performance has an important significance both in theory and practice: the cluster will get an objective evaluation on its innovation superiority, then adopt the effective technology innovation strategies, obtain the best economic output and social performance. Therefore, based on the traditional "structure—conduct—performance" pattern of the industry organization theory and a demonstration research, this article try to make a systematical analysis and synthetic evaluation to industrial cluster's innovational performance, and give a new way to the study of technology innovation in the industrial cluster. In this article, the first chapter mainly reviewed and summarized the theory basis of industrial cluster's innovational performance, such as the theory of new industry district, the theory of regional innovation network, the theory of cluster's innovation superiority, and the theory of industry organization. The second chapter firstly put forward a structure model of industrial cluster based on the supply chain; then based on the innovation factor of industrial cluster, analyzed the structure cause of its innovational performance thoroughly, including the resource structure of industrial cluster, the network structure of industrial cluster, and the knowledge structure of industrial cluster; lastly discussed the behavior of industrial cluster's innovation performance initially, including the cooperation behavior, the trust behavior and the technology study behavior. In the third chapter, the relationship between the industrial cluster's structure, behavior, and innovational performance was discussed, which was on the basis of the meaning of industrial cluster's innovational performance. By the example of petrochemical industrial cluster of QuanGang district in FuJian province, a demonstration research about the innovation activity of industrial cluster was carried on under the SCP pattern. The fourth chapter mainly discussed the evaluation of industry cluster's innovational performance, established an evaluation index system with the reference of existing research results, then carried on an evaluation to the innovational performance of petrochemical industrial cluster of QuanGang district by the method of principle component analysis. Because the innovational performance of different industry in the petrochemical industrial cluster was too evident, the whole cluster could not get an optimum output, some corresponding countermeasures were brought forward in the fifth chapter.
