Evaluation And Empirical Research On Industrial Cluster Management Performance

Since Potter had firstly put forward clear concept of industrial cluster in theory, domestic and international documents about industrial clusters gush out in a large amount; scalar and government paid more and more attention to the industrial cluster as effective forms of industrial organization in regional space. However, industrial cluster is not omnipotent; its competition advantage is not constant, which needs the help of governments and intermediary organizations to develop towards the healthy lasting road. Therefore, industrial cluster governance is amplified out. To effectively control industrial cluster governance, it needs to have fixed or irregular assessment on the results of governance and feedback or adjust in time, all parts of interests should be fully considered into the system of industrial cluster governance. However, so far as existing document, it is only a great deal of "edge achievements "of research field, specialized research of industrial cluster governance is rare. Most analysis is still at the stage of method describing and simple application. If we can use a unified analysis frame and Econometric approach to research on performance evaluation of industrial cluster governance, it will have certain meanings to the research of industrial cluster governance.In this paper, author firstly summarizes the theoretical foundations of industrial cluster governance, defines the intension and characteristic of industrial cluster governance, sets up a model of corporate governance over industrial cluster, analyzes industrial cluster governance from entrepreneurs,government,regional network and value chain, these factors interacting and coordinating with one another. Then based on this model, a performance evaluation index systems is developed for industrial cluster governance, carries on empirical study by the method of factor analyze. Finally, chooses the industrial cluster in Wuhan city as example to put forward the countermeasure and suggestion pointedly, according to its current situation of the development and its advantages and inferiors.This paper is divided into six chapters:Chapter one, this paper mainly explains the background, purpose and meaning of research., has systematic document survey on the domestic and international research of industrial cluster governance and makes brief comment, points out the development trends and deficiencies of industrial cluster governance at present, combines the meaning of research to pointed out the innovation.Chapter two is theoretical foundation part. Redefine the concept of industrial cluster at first, and introduce the industrial cluster governance, then bases on the definition of the concept and characteristic of organizing, a model of corporate governance over industrial cluster is set up in this paper, which shows that industrial cluster governance has various participants. Regional governance (entrepreneurs governance, governmental system with local government as the main body, regional network governance) and value chain governance penetrating into, interacting and coordinating with each other, constitute a complete system of industrial cluster governance. takes this as the foundation for next chapter to construct evaluation index system.The third chapter is to set up evaluation system of Competence of industrial cluster governance. Firstly puts forward principles: objectivity and direction; integrate scientific with feasibility; integrate importance with accuracy; all sidedness and systematic, and so on. Evaluation system is set up according to the model of corporate governance and analytic framework over industrial cluster governance. At the same time, scientifically evaluate on industrial cluster governance not only needs rational evaluation system and also scientific method. So choose factor analysis which is suit for research of industrial cluster governance from all kinds of subjective and object weighted evaluation.Chapter four is empirical analysis. Because it is very difficult to collect the national data of industrial cluster governance, it is necessary to have the aid of relevant research. There are suitable data about 50 cities in China In "industrial cluster: The dragon lifeline of China's economy" which is the third edition of "China urban competitiveness report". This book also arranges these 50 cities above industrial cluster in 2005. so, I decide to adopt the data of this book and carry on empirical analysis. After has proper treatment on the sample data, we draw out 7 common factors through the factor analysis and confirm main factors of performance over industrial cluster governance. Finally, we can get the result and analyze it.Chapter five: above all, we choose the industrial cluster in Wuhan city as example to pointedly put forward the countermeasure and suggestion from 4 aspects which contain entrepreneurs governance,government governance,regional network governance and value chain governance, according to its current situation of the development and its advantages and inferiors.In Chapter six, we summarize the basic conclusion of this paper, point out the shortage of research and the direction which needs to take great efforts in the further.
