The Market Methods For Development Of Underground Space

Out-of-order development has brought too many urban problems, while sustainable, gradual, reasonable, comprehensive, and efficient development of underground space is accepted widely as a critical way to solve these urban problems. However, because of simple developing pattern and insufficient market method for underground space, development pace of underground space in China now is terribly low, comparing with that in some developed countries or regions, such as Japan, Canada, Taiwan and so on. Thereby, research on how to introduce efficient market methods and induce various capitals to develop underground space is extremely crucial and important.On the basis of introduction of the concepts, driving factors, advantages and applying patterns of privatization and PPP, and analysis of the characteristics, comprehensive use and present developing and utilizing conditions of underground space, author points out that developing underground with market methods is a active and efficient way to solve problems existing in the area of underground space now. Moreover, with using the underground projects classification model, author creatively advances "developing underground space with concession agreement".From the public perspective, this paper also tries to research the public decision making process of underground space development. According to economics principles and economics specialties of underground projects, "price of developing right" is advanced firstly, and by using the pricing model of underground space developing right, the public decision making model of underground projects is also given finally.However, there is still some room in this paper, such as developing pattern for non-working economically projects, investing and financing problems, public support, and etc., which are worth further research.
