The concept of Project Management has been widely used in lots of areas after it was introduced into China. Software develop is one of the areas in which the concept was successfully applied. This article attempts to analyze how the concept of Program Management is being adopted at a Electronic Ticket system developing case in aviation IT area.Company T is the leading provider of information technology solutions for China's air travel and tourism industries. The Company has been devoted to developing leading edge applications and services that address the needs of a wide range of industry participants - ranging from airlines, airports and air travel suppliers to travel agencies, corporate travel consumers, air travel consumers - to conduct electronic transactions and manage travel-related information. It main customers are airlines in China. Most of foreign airlines are its key customers. To fulfill airlines requirement of ET, Company T formed a cross departments project team in Feb. 2005 for some special reason. The team included GDS department, R&D department, and other involved department. Besides the challenges that other projects may face, this projects faced the additional challenge to integrate the working procedure, and interest from different customers. The other challenge that the team faced is the balance of schedule and quality. The delivery time that customer required was only 30% of the normal cycle time. In order to meet the schedule, one of the possible solutions was to reduce some quality effort. But it conflicted with company T's strict quality requirement. In this project, one of the most important tasks for project manager was to balance the schedule and quality. Actually, even the team members from the same team will have different priority between schedule and quality due to different background, responsibility, position and interest. In most cases, it is hard to judge which decision is correct. The right decision really depends on the real situation and priority.The project goal was successfully achieved. But as a project, some of its execution still can be improved. This article tries to present a summary of those areas that can be improved.
