"Trade Related Intellectual property rights Agreement"(i.e.TRIPS) hooks international trade to intellectual property,causing the intellectual property,trade,services to be three main subjects juxtaposed under the jurisdiction of the World Trade Organization and further strengthens enforcement of law protection to the intellectual property rights in the world.Based on the TRIPS agreement,the developed country have built up a international intellectual property system,which is actually unequal,unreasonable.This system permits a lowest standard of intellectual property protection in developed country,reflecting the wish and the benefit of the developed country. Under this system,the developed country use its own strong status of intellectual property rights resources to suppress and exploit developing countries so as to globalize and maximize their own benefit,which leads to disadvantageous negative effect to the development of the developing country.The developing countries are forced to be in the passive position because their levelof technology is lower,their consciousness to intellectual property rights is much less stronger,and the international intellectual property protection's standard is too higher for them to obey.In order to deal with the side impacts of this system,the developing countries in general should estimate the essential trend of the protection of intellectual property rights in post- period of TRIPS agreement,promote the intellectual property protection to a degree of the state economy security, put more emphasis on the protection work of the intellectual property,optimize domestic laws and regulations related to intellectual property protection,progressively improve intellectual property protection work.All the developing countries could do includes utilizing government policy, making it a important safeguard of improving investment environment,strengthening own growth potential,enhancing independent innovation ability and promoting international competitiveness in developing country.The Enterprises of developing country should not only improve the technological innovation ability,enhance the capacity of gaining proprietary of intellectual property rights,and establish the effective intellectual property rights strategy so as to make enterprises growing stronger,but also unceasingly improve original innovation ability,the integrated innovation ability,the introducing and absorbing re-innovation ability.
