21th Century is a change age of knowledge economy. The influence of economicglobalization and information network places the enterprise in drastic competitionenvironment. Under the environment of complications and indetermination, flexiblemanagement style becomes inevitable choice that the enterprise replies the variety.Followed the progress of productivity, Human Resource Management (HRM)develops the new stage of strategic management from personal administration stageand HRM stage. Today human resource (HR) has become strategic resource. FlexibleHRM, flexible production system and flexible organization structure, constitute theenterprise strategic flexible system together.In view of integration and continuous improvement, this paper combined HRMand enterprise flexibility, gives a framework of flexible HRM which includes flexibleorganization construction, HR programming and flexibility acquired, flexibilitymaintained, HR decision support system etc.Followed development of society, HR transfer is common. Many researchers payattention to optimize HR distribution through HR transfer and programming. Studiedsome models about HR transfer;this paper gives an optimized model which addedobjective function and constraints condition on Markov transition probability matrix.Finally it studies an example of TS Beer CO.LTD. According to the enterpriseactuality, it redesigns organization structure to increase the ability of internalinformation communication. Analyzes enterprise HR constitutes and apply HRtransfer optimized model to get the scientific transition probability matrix to supportdecision. It designs the characteristic occupation career to widen employees'promotion channel. At last, makes a summary and has an outlook.
